A. Chemical residue standards:
Ecuador defers to maximum residue levels
established by the Codex Alimentarius Commission. If there is no standard
established in Codex for a given chemical, the U.S. Environmental
Protection Agency's (EPA) limits will be taken into account.
B. Monitoring chemical residues:
Ecuador's National Agricultural Research
Institute (INIAP) monitors chemical residues. INIAP is part of the
Ministry of Agriculture.

IV. TARIFFS
Apple, pear and cherry imports are assessed a
tariff rate of 15% ad valorem. Fruit imports from Andean pact
countries (Bolivia, Colombia, Ecuador, Peru and Venezuela) and from
Chile under a bilateral free trade agreement are assessed no duties.
The tariff rate for Argentinean apples is 6.6% ad valorem and for
Uruguayan cherries is 7.5% ad valorem.

Fresh fruit imports require previous
authorization from the Ministry of Agriculture in the form of a
sanitary certificate to be obtained by the importer at SESA
(Ecuadorian Plant Health Authority).

A Phytosanitary Certificate (PC) is required.
The state of origin must be declared on the PC. Additional
declarations stating that "This produce originates in an area
free from Bactrocera dorsalis. AND, "The fruit
in this shipment has been inspected and found free of Cydia
Pomonella and Rhagoletis spp."

F. Other trade restrictions:
The government of Ecuador requires inspection
of products for customs purposes prior to shipment from the
country of origin.
VI. SUBSIDIES
Although the government is currently encouraging national
production of fruits, there is no government assistance given to the
domestic apple, pear and cherry industry in producing, promoting,
shipping or marketing these products.
